Some relatives of those who died in the 9/11 terror attacks aren't happy with plans for a New York memorial.

They disagree with a plan to place more than nine-thousand unidentified pieces of human remains in an underground site at the National September 11th Memorial and Museum.

The unclaimed remains would be placed seven floors underground behind a wall with a quote from the poet Virgil.

Some families who lost loved ones say that plan is unacceptable.

A lawyer for the families says they believe the remains should be placed in a respectable and accessible location — above ground and separate from the museum.

Norman Siegel says the families may consider legal action in the future but they have no current plans to sue.

One woman who lost her firefighter son at the World Trade Centre says families had not been consulted about where the remains would be placed.

But a woman who lost her husband in the terror attacks and worked as a liaison between New York's mayor and 9/11 families says there was a lot of outreach and relatives said they wanted the remains as close to the bedrock as possible.
